Last year, the provincial trade promotion system fully utilized its unique advantages of "connecting government and enterprises, integrating internal and external resources, and connecting supply and demand", taking serving domestic and foreign enterprises as its foundation, continuously weaving a network of service enterprises, actively expanding its international circle of friends, and making efforts to contribute to the construction of "two bases", "two networks", and "two hubs" in serving Hainan Free Trade Port. According to the model of "investment promotion institutions+corresponding departments and bureaus+industrial parks or local governments+associations+leading enterprises in the industrial chain", last year the provincial trade promotion system organized and promoted 10 signed trade and investment projects, involving a total amount of 2.1 billion yuan, and promoted more than 60 domestic and foreign enterprises to settle in Hainan. At the same time, relying on the "China Council for the Promotion of International Trade Enterprise Cross border Trade and Investment Legal Comprehensive Support Platform", it provided a "one-stop" foreign-related commercial legal public service for Hainan enterprises in cross-border trade and investment. As of mid November last year, the platform has provided more than 400 commercial legal consultations for 203 enterprises, involving a total amount of 460 million yuan.
It is reported that this year, the provincial trade promotion system will prioritize promoting the construction of a "big trade promotion" pattern, and actively organize a series of foreign activities such as the 2024 foreign-funded enterprise "Hainan Tour", the Free Trade Agreement (FTA) International Cooperation Forum, and the Japan Osaka World Expo Hainan Activity Week, organizing enterprises to participate in well-known domestic and foreign exhibitions, and actively supporting social exhibitions. At the same time, we will actively apply for the establishment of the "China US Cooperation Enterprise Docking Project" Hainan Office, carry out in-depth monitoring of the business environment, strengthen the construction of multilateral and bilateral business cooperation mechanisms, and strengthen the construction of overseas trade promotion service networks to ensure accurate investment attraction.
In terms of commercial legal services, this year the provincial trade promotion system will continue to do a good job in commercial certification and FTA promotion and training, fully leverage the role of the Hainan Service Center of the Free Trade Agreement, steadily promote commercial certification business, and guide enterprises to make full use of RCEP rules; Strengthen cooperation with universities, organize Hainan enterprises to conduct training on high standard economic and trade rules, help enterprises understand relevant preferential policies as soon as possible, and assist enterprises in expanding their markets.
In addition, the Hainan Provincial Council for the Promotion of International Trade will continue to play the role of the Hainan Mediation Center of the China Council for the Promotion of International Trade (China Chamber of Commerce), strengthen the construction of diversified dispute resolution mechanisms, strengthen the response to economic and trade frictions, timely release warning information, cooperate with the China Council for the Promotion of International Trade to carry out case responses such as the review of the US 301 tariff measures, and exclude products subject to US Canada tariffs, helping enterprises to properly respond to foreign unreasonable trade and investment restrictions.
As an important institution for service enterprises in Hainan, the Hainan Provincial Council for the Promotion of International Trade will further improve the service level of Hainan International Chamber of Commerce, continuously expand its membership scale, and further strengthen its membership stickiness by deepening its membership service level. Simultaneously, continuously leverage the role of a carrier to expand the business scope of the Chamber of Commerce; Utilize the multi-channel advantages of the Chamber of Commerce in business services, strengthen exchanges and cooperation with domestic and foreign associations and enterprises, and use global partnerships to help enterprises steadily achieve "going global".
